The OECD report on biofuels tells us that some of these processes are not as clean as was first thought.
One country that does have the space to grow much more biofuel feed stock is Brazil - Brazilian sugar cane bioethanol is cleaner and cheaper than anything made in the North but is kept out of the US and Europe by tariffs.
